The money you claim is paid to the district judges is actually put in the Criminal Court Fund which is controlled by the parish governing authority.  This fund is used to pay for costs of criminal trials like providing court reporters and their equipment, paying for prospective juror notices to be served by the Sheriff, advertising of prospective jurors in the local paper, paying the jurors per diem for attendance, some costs to the District Attorney, etc.  Additional money goes INTO this fund as ordered by the district judges for defendants to pay as part of a fine if they plead guilty.  The district judges do not directly control how the money is REMOVED from the fund or for what purposes as you have stated.  The judges directly control the Judicial Expense Fund which is funded through civil filing fees.  At the very least, you could get your facts straight before making wild accusations that are patently false.

Yeah, a lawyer would know something like that.  Oh, wait…

Nevertheless, the District Judges have a financial
conflict-of-interest in seeing that the money goes
into the coffers of the District Juges.  And juriros
should be paid for by the taxpayers, not by the very
judges who preside over the cases that the judges
preside over.  Jurors should not be placed in the
position of receiving their money from the judges
who preside over the cases, any more than they
should be expected to receive their pay from the
lawyers who defend the defendants in the jury
trials they are called upon to deliverate and decide
the outcome of.

Furthermore, the present practice
is a “legalized” way for professional bailsbondsmen
to “launder” money to the judges to get them to fix
the bonds as high as possible, or to lower them to
and amount of money that the bondsmen know that
the defendants can pay the premium for; for the
judges also know that when a bondsman asks for a
bond to be lowered to a certain amount, that the
defendant will be able to make that amont, and the
judge will get his or her “cut” of the money, for the
judges know that the bailbondsmen also have a
financial interest in seeing that the bonds are fixed
as high as possible, for the higher that the bonds
are set, the more money they get.

Further, even though by statute the judges’ “cut”
of the money is paid into a so-called “Judicial Fund”,
who is that but the judges?  And if the so-called “Judicial
Fund” is not the judges, then who is it?  Again, there is
more to it all than this, but this is something to consider.
Also again, if lawyers cannot have “financial
conflicts-of-interest”, of all persons District
Judges should not have them either.  Of all people
who should avoid the “appearance of impropriety”,
it is the Judiciary itself.  The City Court judges don’t
get a cut of the money paid to a professional
bailbondsman when they fix the amont of a bond,
and neither should the District Judges.  Justice in
Louisiana has gotten to be all about money.

Got money, you get justice.
No money, no justice!
But if you’ve got money, honey,
Freedom’s on its way.

You can buy the best lawyer in town,
Or even the best dee-yay.
But you’ll never get outta jail
Without payin’ those Louisiana taxes on your bail.*

And so, my frien’, as you can see,
That’s not the way it’s s’posed to be.

Sincerely,

Hardy Parkerson
Lake Charles

P.S.: The cut that a District Judge gets
on the amount of money paid to a
professional bailbondsman, is not the
only “tax” that Louisiana places
on the exercise of one’s constitutional
right to be free on bail while awaiting
trial.  No one should ever have to pay
money to the government so that he might
be accorded his rights given to him
under the U.S. Constitution, not to
mention the Louisianiraq Constitution. HMP

Based on your response, I am certain it is a GRAND idea that you no longer practice law.  Heaven help the person whose rights you are charged with protecting when you are so flippant with the truth.  I wish you could find me a single person in the State of Louisiana who received a check for their jury service from any fund except a Criminal Court Fund in all 64 parishes of this state.  The “taxpayers” don’t pay for it--the Criminal Court Fund does.  Criminal Court Funds are controlled and maintained by the governing bodies--NOT THE COURT(or didn’t you read the post at all).  Exactly as I said in my earlier post, judges do control the Judicial Expense Fund.  They are separate funds controlled by totally separate entities.  You probably should try re-reading the earlier post.  You might actually learn something about how the system works.

I was advised by the head of finance for the
Calcasieu Parish Policie Jury that jurors were
paid for with Taxpayer Dollars.  Maybe she
didn’t know.  Nevertheless, as a minimum starting
point, if you are right, still jurors should never
be paid with money that passes through the
hands of the judges who preside over the
cases that the jurors are called to consider and
rule on.  No, it’s not I that is wrong.  However,
thanks for considering my post and commenting
upon it!  Again, this only one flaw in the so-called
Criminal “Justice” System and it is jut the tip of the
iceberg.  Justice has become just a matter of
money.  Got money, you get justice; no money,
no justice!

I visit prisons all the time.
They’re filled with men
Whose greatest crime
Is that they havn’t got a dime.

They langush in their prison cells,
Unable there to make their bails;
For the higher that their bonds are set,
The more money that the judges get.

Presumed innocent, they serve their time,
Are not convicted of a criime;
But despairing in a prison cell,
They plead guilty to GET OUT OF JAIL.

And so, my frien’, as you can see,
That’s not the way it’s s’posed to be!

Sincerely,

A bit of background, betty:  You are dealing with someone who “retired” in lieu of disbarment by the Supreme Court. QED.

How false of you to say such a thing!
I would not have been disbarred.  I
had done nothing to merit a disbarment.
I resigned to buy time to shut down my
very busy law practice, as someone high
in power was out to get me.  I think
there was a conspiracy of Judges and
some others “powers” that be to do me
in simply for stating the truth about what’s
going on in the so-called Criminal “Justice”
System--most of it under my real name right
here on Politicsla.com and on Counselnet.--
and in the Divorce Court Industry, misleadingly
sometimes called “Family Court”.  Under the
present rules of so-called “attorney discipline”,
they can summarily suspend a lawyer
without his having a right to defend himself
by way of pre-trial discovery and other trial
preparation; and once so suspended, the
attorney can’t even shut down his law practice
or file a suit that is about to prescribe, or answer
a Motion for Summary Judgement, thus subjecting
him to multiple damage claims for malpractice.
The only thing that I did that would have
merited any discipline whatsoever, was to
call a member of a minority race a racial
slur; and considering what had gone on
before, he had it coming.  Oh well, I take
that back, a White man is not allowed
ever to call a member of a minority race
a racial slur, no matter what has happened
before.  Yes, I was wrong to have done
that!  And I apologized to the member of
the minority race, but the “powers that be”
who wanted to do me in, just used it as
something to throw at me to get even with
me for pointing out some of the wrongs
that were taking place in some divisions
of the judicial system.  Oh, well, Clifford,
whoever you are, you have elected to take
me on like the other Internet Terrorist has
done--and there is a possibility that you are
he.  I would be careful, if I were you, for I
am praying for you; and God said to
pray for your enemies and by so doing
you will be heaping hot buring coals upon
their heads.  I do not know what He meant
by that, but I say to you, get ready for the
heat!  I understand that this guy Charlie Lake
who so took me on for stating only the truth,
and apparently was part of the unholy conspiracy
to do me in, is now pusing up daises; and
I know another one who at least had the courage
to at least confront me face to face and threaten
me for simply speaking the truth: he is
now pusing up daises.  Do I hope either one
of them goes to Hell?  Of course, not; I don’t
even want Hitler or Harry S. Truman--for
Killing hundreds of thousands of Japs with
nuclear bombs, including 16,000 Roman Catholics--
oes to Hell.  But I am telling you to watch
out, for I am prayinig for you.  No, I would
not have been disbarred.  And get this!  I’ll
be practicing law again pretty soon; and what
you are posting against me is going to help
me get reinstated.  There is more to it all
than this, but this is something to think about.

Sincerely,

sometimes I wonder. HMP, J.D.

OK, Hardy, let’s let everyone read this (again) and draw their own conclusions:

The Office of Disciplinary Counsel (“ODC”) commenced an investigation into numerous
complaints of serious professional misconduct filed against respondent.  The complaints allege that
respondent neglected his clients’ legal matters, failed to communicate with his clients, and failed to
promptly return his clients’ files upon request.  Respondent also engaged in conduct which is
prejudicial to the administration of justice.  Respondent now seeks to permanently resign from the
practice of law in lieu of discipline.  The ODC has concurred in respondent’s petition.
Having considered the Petition for Voluntary Permanent Resignation from the Practice of
Law filed by Hardy M. Parkerson, Louisiana Bar Roll number 10327, and the concurrence thereto
filed by the ODC,

IT IS ORDERED that the request of Hardy M. Parkerson for permanent resignation in lieu
of discipline be and is hereby granted, pursuant to Supreme Court Rule XIX, § 20.1 and Rule 5.5(c)
of the Rules of Professional Conduct, as amended March 24, 2004.

IT IS FURTHER ORDERED that Hardy M. Parkerson shall be permanently prohibited from
practicing law in Louisiana or in any other jurisdiction in which he is admitted to the practice of law;
shall be permanently prohibited from seeking readmission to the practice of law in this state or in
any other jurisdiction in which he is admitted; and shall be permanently prohibited from seeking
admission to the practice of law in any jurisdiction.

IT IS FURTHER ORDERED that the proceedings in 07-B-1923 be dismissed as moot.

NEW ORLEANS, LOUISIANA, this _____ day of December, 2007.

If you actually read the Bible, you will find our that the Lord’s admonition to pray for one’s enemies (Matt. 5:43-46) had nothing to do with praying for their untimely death, as you seem to be doing.  I pray for you, too, Hardy, but for God’s blessing in your life - never for your death. I’m sorry that, at the twilight of your days, you are so filled with spite and anger.

You’re wrong!  I don’t pray for anyone’s death.
And I am not filled with spite and anger. And
I am not glad Charley Lake and the other guy who at
least had the guts to let me know who he was is
dead.  Do I think God killed them?  I hope not.
He might have just “called them home” to tell them
face to face to lay off old Hardy Parkerson.  I just know
that they were carrying on a sustained campaing
against me--one face to face; he at least had some guts;
the other anonymoulsy--and I did what God said to
do: that is, pray for them.  And the both ended up
dead real fast.  Why I don’t know.  All I know is that
God said he would bring those hot burning coals down
on them.  There is a lot about God I don’t understand.
However, He did say, “Vengence is mine; I will repay!”
Pray for your enemies, and ....” I did just what He
said and all of a sudden they are dead.  And one of them
was a young fellow.  Of course, I don’t want God to kill
you, but I do want you to quit defaming me on this potentially
good web-site.  I have been advised by some very
powerful and intelligent people to stay off of this site;
but since I am not a coward and I am not going to let
some anonymous bad-mouthers run me away herefrom, I
have not done so.  Also, when I pray one of those “vengence
is mine, saith the Lord” prayers, concerning someone
like youself who is doing me wrong, I pray something
like this” “God--or Jesus, however--you say to pray
for our enemies and you will pour hot burning coals
on their heads.  I don’t know how to pray for them,
except to ask them to wise up and lay off me; but
whatever I am supposed to pray to make those
hot burning coals come down on them, then I ask that
you interpret my prayer as that.” I’m no theologian,
nor Bible scholar; and when someone asks me if
I am a Catholic, I reply, “No, but I am a better one
than most of them I know.” Well, I could write on and
on about all of this, but let this suffice.  No, I don’t wish
you any ill will, but I would appreciate your ceasing
your sustained campaign and publication of personal
bad-mouthing and defamatory attacks against against me.

Sincerley,

Hardy Parkerson, Atty. (Retired)

Y’know, Hardy, you’re right about one thing - I spend entirely too much time being drawn into validating your fantasies by responding. My bad. Won’t happen again. In the end, I have better things to do with my time.
